Foster, secretary and treasurer of the Silent Army of Deaf Soldiers, Sailors and Marines, presented 100 cases of hearing loss and associated symptoms of tinnitus and vertigo in Civil War veterans. Compensation to veterans for hearing loss did not occur until after World War iI.
